Abstract

Masyarakat di wilayah Gunungkidul menghadapi ancaman bencana hidrometeorologis yang khas, terutama luapan sungai dan banjir lokal yang sulit diprediksi melalui indikator permukaan biasa. Di tengah keterbatasan akses terhadap sistem peringatan dini berbasis teknologi formal, masyarakat mengembangkan mekanisme adaptif berbasis pengetahuan lokal melalui penggunaan labur putih sebagai penanda kenaikan muka air di bawah jembatan. Sistem ini dikombinasikan dengan pengawasan bergilir oleh warga yang secara rutin melaporkan kondisi kepada komunitas melalui jaringan komunikasi informal. Penelitian ini bertujuan menganalisis praktik tersebut sebagai bentuk resiliensi masyarakat dalam menghadapi risiko bencana. Penelitian menggunakan pendekatan kualitatif deskriptif dengan perspektif community resilience. Hasil menunjukkan bahwa sistem labur putih bukan sekadar alat teknis sederhana, tetapi merupakan manifestasi kapasitas adaptif, modal sosial, pembelajaran kolektif, dan tata kelola komunitas berbasis kepercayaan. Praktik ini menunjukkan kontras dengan sistem peringatan dini formal berbasis CCTV yang dikembangkan pemerintah namun belum terintegrasi secara partisipatif dengan masyarakat. Temuan ini menegaskan pentingnya pengakuan dan integrasi pengetahuan lokal dalam kebijakan pengurangan risiko bencana.
